A package is designed to be sealed and never reopened. Once waste is packaged, opening it again is expensive, dose-intensive and sometimes impossible. That means every decision about what goes inside, how it is arranged, how much void remains and what might happen chemically over decades is effectively irreversible. Packages have been produced that later proved to contain material that reacted, swelled or generated gas, and dealing with them meant remote reworking that cost far more than getting it right would have.
