The backlog is the honest measure of a maintenance department. Output and outage duration get the attention, but the number that describes a maintenance department's real health is the backlog: how much work is outstanding, how old it is, and whether it is growing. A manager can hit every short-term target by deferring corrective work, and nothing visible happens for several years. Then equipment starts failing, outages lengthen and the recovery costs far more than the deferral saved. Maintenance managers are judged on the plant they hand over, not just the year they delivered.
